I'm a British libertarian, is it possible to renew my pport without it being biometric?

In short No. You apply for a pport and you get what you are given. There is no mention of criminal history on the application form, neither is there any request for DNA samples or Eye scans, so most of your concerns are not valid. Your new pport is returned to you and it contains a chip. At this time all it does is to allow automatic pport control at UK borders thus speeding up the process, the machine has face recognition software which will scan your face. The only information contained in the chip is what is printed in your pport and that was supplied by you. If more information is demanded in the future your concerns may become justified.
