How can we make politicians better understand the causes and ramifications of poverty?

Are politicians so callous to poverty because they live at the expense of public expenditure in sprawling bungalows in posh localities? How can we make the representatives to be elected to the parliament and state emblies and give a small quarter to live in slums without power, proper drinking water, muddy environs, lack of pucca roads?
